City of Athens, Texas
Halff designed and implemented the geodatabase for the City of Athens, which included zoning, water and wastewater features. Halff also updated and revised zoning layers, which had experienced several years of unincorporated zoning changes. By using utility maps provided by the city, Halff converted the city’s pre-existing CAD data for water and wastewater into GIS. A dedicated web application portal was also designed for the city by using Esri’s ArcGIS Enterprise Sites platform. This included both public and secure web map applications and allowed City staff to view and edit data. Training was provided to City staff and supplemented with written manuals and documentation.
In addition, Halff established an inventory of lead service lines by using desktop historical record review, in anticipation of a Texas Commission on Environmental Quality (TCEQ) 2024 deadline.
Applications for field data collection were then designed to facilitate the collection of GPS data and field verification of utility data utilizing mobile and tablet devices. Halff kept the City informed of progress through regular reports that established a smooth flow of information and that fostered a productive working relationship.
